Who is paying for all the security in space?
I'm not, you're not. But we should be - that is, if we want the security.
I propose that there be some proportionate fee, charged to players living in/operating in high security space. In 1.0 security space, the fee would be a percentage, per some time period, say 5% for those who have under 100,000isk and have been in noob space for a period of greater than two days.
For instance, a noob miner who is just getting into the game will likely stay in high security space for a period of greater than one day. After one day, start charging a 'security upkeep fee'. This fee won't be a killer, but it'll be there, and s/he'll see the debit from the account and have a warm fuzzy knowing that s/he is secure. However:
This fee will scale: Someone with 10,000,000isk living and floating and operating in 1.0 space would have some kind of security fee charged as well - only it'd be proportionate to income, and therefore the cost would be high enough to be slightly annoying.
This handles a bunch of different situations: It gives the noob enough time to get used to the game mechanics, because by the time they're annoyed by this security fee, hopefully they're ready to head out into big-boy space. It keeps the filthy rich out of high sec space for an extended time, because it's not worth their money to stay in there and pay for defense, because they can likely pay for their own.
It can scale outside of high sec space - the fee and level of security can shrink the farther and farther out a player goes.
This is kind of an incentive builder for the new folks. When you're in that early stage making some money, watching that fee eat at your income should be enough of a push to get them out and exploring and doing, instead of staying in mama's womb. Or - if they like it there - it gives them the incentive to get a whole crapload more money through some means.
